During the 18th century, murders wave raged in the "gévaudant" ( Lozère in France), about a hundred I think between 1764 and 1767. A hundred of children and women murders. Wolves were successively appointed as guilty ( moreover it was one of the biggest wolves hunts in all french history) then the people's imagination thought about werewolves and others creatures.
